Im battling to establish whether this is a Power Bank or a normal Laptop Charger that plugs into an electric plug , so its not so much a battery or power bank but rather a transformer

Does this suit Spectre 360x 16? What about the cord that goes from the house power supply to the laptop power unit, does it come too?
