1. Does it come with the ink cartridge in the package or need to separately purchase? 2. Does it still able to print if with Black Cartridge or it need to have both Black and Color Cartridge to operate?

Hey Justin, Yes! HP DeskJet Ink Advantage Ultra 4928 All-in-One Printer comes with setup cartridges. You need both cartridges to print.

Hey LeyChing Lim, The compatible cartridges with the HP DeskJet Ink Advantage Ultra 4928 All-in-One Printer are HP 47 Black Original Cartridge (RM 28.00) and HP 47 Tri-color Original Cartridge (RM 28.00).
